All that mattered was that Austria-Hungary attack Serbia that summer, to result in a win-win situation for Germany.

On the other hand, Wilhelm in July 1914 - just as during the First Balkan War - proved capable of changing his mind and was probably not thinking primarily of domestic forces at all.
