These urban or rural districts ( Stadtkreise, Landkreise or Kreise - depending on the state) are at an intermediate level of administration between the German states or city-states ( Länder) and the local / municipal levels ( Gemeinden ).

There are about 116 Landgerichte in Germany but 295 Landkreise and Kreise (rural districts or districts) plus a little more than 100 Stadtkreise or kreisfreie Städte (urban districts or district independent towns).
