William Cecil, 1st Baron Burghley, (born Sept. 13, 1520, Bourne, Lincolnshire, Eng.—died Aug. 5, 1598, London), English statesman, principal adviser to Elizabeth I through most of her reign and a master of Renaissance statecraft.

Elizabeth I had been putting off signing Mary's death warrant as she could not bring herself to kill a fellow queen and relative, and was also fearful of the consequences, but she did sign the warrant and gave it to William Davison, with instructions not to do anything with it until she commanded.
