His financial policies, based on the notion of balanced budgets , low taxes and laissez-faire , were suited to a developing capitalist society, but they could not respond effectively as economic and social conditions changed.

More recent historians, from the 1970s onwards, have questioned this view, seeing the Liberal Unionists as motivated more by ideology than class.

When Gladstone came out in favour of Home Rule for Ireland, Salisbury opposed him and formed an alliance with the breakaway Liberal Unionists, winning the subsequent general election.
