Originally called James Crofts or James Fitzroy , he was born in Rotterdam in the Netherlands , the eldest illegitimate son of Charles II of England with his mistress Lucy Walter .

In 1679, with the Exclusion Bill in danger of passing, Charles II dissolved Parliament. Two further Parliaments were elected in 1680 and 1681, but were dissolved for the same reason.
