In 1806–1815 the government of Denmark had claimed Schleswig and Holstein to be parts of the monarchy of Denmark, which was not popular among the German population in Schleswig-Holstein, who had traditionally the majority in Holstein and had gradually increased its dominance in Schleswig as well.
