Arthur Balfour. Arthur James Balfour, 1st Earl of Balfour, KG OM PC (25 July 1848 – 19 March 1930) was a British Conservative statesman and Prime Minister of the United Kingdom from 1902 until 1905. He was minister of Foreign Affairs from 1916 to 1919. In this capacity he wrote the so-called Balfour Declaration in 1917.
Arthur Balfour's famous lectures, delivered in 1913 at the University of Glasgow, offer insight into the link between theism, a belief in God, and the philosophical aspects of humanism.In delivering and publishing these lectures, Balfour sought to explain complex concepts in a way that ordinary people could understand.
