El 14 de noviembre de 1920, el gobierno soviético decidió cerrar la antigua escuela técnica " Baku Polytechnicum " y sustituirla por el Instituto Politécnico de Bakú. La nueva escuela se centró en la formación de ingenieros en sectores como agricultura, ingeniería civil, electromecánica, economía y petróleo.
