The World Heritage Committee. The World Heritage Committee meets once a year, and consists of representatives from 21 of the States Parties to the Convention elected by their General Assembly. At its first session, the Committee adopted its Rules of Procedure of the World Heritage Committee.
The World Heritage Convention, formally the Convention Concerning the Protection of the World Cultural and Natural Heritage, is an international treaty signed on 23 November 1972, which created the World Heritage Sites, with the primary goals of nature conservation and the preservation of cultural properties.

The World Heritage Sites list is maintained by the international World Heritage Program administered by the UNESCO World Heritage Committee, composed of 21 "states parties" that are elected by the United Nations General Assembly, and advised by reviews of international panels of experts in natural or cultural history, and education.
