Early Life. Charles Curtis was born in Topeka, Kansas, on January 25, 1860. His mother was one-quarter Kansa Indian, and Curtis spent some of his childhood years living with the Kaw Indian tribe. After attending school in Topeka, Curtis studied law and was admitted to the Kansas bar in 1881. He subsequently launched his own criminal law firm.

Curtis was born in Kansas Territory in 1860, a year before it became a state. Through his mother, Ellen Papin, he was an enrolled member of the Kaw Tribe. He was three-eighths Native American— Kaw, Osage, and Potawatomi— and five-eighths European, mostly French, Welch and Scottish. Curtis grew up on the Kaw reservation in north Topeka.
