On 9 Apr 1950, the communications section of the Department of State receives an urgent message and immediately requests a diplomatic courier to undertake a secret assignment. The courier chosen is Mike Kells, who is instructed to meet his old Navy pal, Sam Carew, at the train station in Salzburg.
