Hace 5 días · I think what you have to do is see the problem of the 1780s as two sets of problems. One, a national crisis, a crisis of the confederation. . . . The other: a problem within the states. If you separate these two, I think you can analytically see the situation. They come together. There are really two reform movements in the 1780s.
