Christ Church, Oxford. George William Frederick Howard, 7th Earl of Carlisle, KG, KP, PC (18 April 1802 – 5 December 1864), styled Viscount Morpeth from 1825 to 1848, was a British statesman, orator, and writer.

In 1835 he was appointed as Chief Secretary to Ireland. He was defeated at the general election of 1841 and remained out of parliament until 1846. He introduced the Public Health Bill in 1848, and succeeded his father as Earl of Carlisle the same year.
Howard succeeded his father as Earl in 1848. He was a Knight of the Order of the Garter, a Privy Counsellor, and was known as a statesman, orator, and writer. From April 1835 to September 1841, he served as Chief Secretary for Ireland. He was Chief Commissioner of Woods and Forests (1846-1850), and Chancellor of the Duchy of Lancaster (1850-52).
