Harold Arlen (født 15. februar 1905, død 23. april 1986) var en amerikansk komponist. Han vant Oscar for beste sang for sangen « Over the Rainbow », fra filmen Trollmannen fra Oz (1939). Arlen komponerte også blant annet « Any Place I Hang My Hat Is Home », « As Long as I Live », « Between the Devil and the Deep Blue Sea » og « Blues in the Night ».
