Robert's date and place of birth are unknown. Settipani estimates that Robert de Vermandois was born between 931 and 934. and these dates are echoed by Richardson: "Robert, Count of Meaux, 946--after 966, and in right of his wife, Count of Troyes, 956-after 966, was born between 931 and 934." If one assumes his birth place was the place of his father's capital, his father had three: St-Quentin (Vermandois), Soissons, and Meaux. It is therefore hard to narrow down the place other than to start...

Robert's father was Heribert II, who died in 943 and was count of Meaux, Soissons, and Vermandois, as well as abbot of Saint-Crépin and Saint-Médard (Soissons). About Robert's mother there is less agreement. Stewart Baldwin asserts that though she was the daughter of Robert I, king of France, her name is unknown. Settipani shows her as Adela of Franceand Cawley gives her the nameAdela [Capet]. Another alternative name which has appeared is Liégarde de France. ,
