Howell Cobb (September 7, 1815 – October 9, 1868) was an American and later Confederate political figure. A southern Democrat, Cobb was a five-term member of the United States House of Representatives and the speaker of the House from 1849 to 1851.

Howell Cobb (born Sept. 7, 1815, Jefferson County, Ga., U.S.—died Oct. 9, 1868, New York City) was a Georgia politician who championed Southern unionism during the 1850s but then advocated immediate secession following the election of Abraham Lincoln.

Howell Cobb (1815--68) was president of the Provisional Confederate Congress and was a Confederate general in the American Civil War. Born in Jefferson County, Georgia, he studied law and was admitted to the bar. He was a member of the U.S. Congress from 1843 to 1851.
