He held office under The Earl of Derby as Lord Privy Seal in 1852 and Lord President of the Council between 1858 and 1859.

Lord Salisbury was the third son of James Gascoyne-Cecil, 2nd Marquess of Salisbury, a minor Conservative politician. In 1857, he defied his father, who wanted him to marry a rich heiress to protect the family's lands.
