Perceval was born at Burton, County Cork, the second son of Sir John Perceval, 3rd Baronet, and Catherine, daughter of Sir Edward Dering, 2nd Baronet. His great-grandfather was Sir Philip Perceval (1605–1647), who had obtained estates in Ireland and England from his father, Sir Richard Perceval (1550–1620), through the death of his elder brother, Walter.

After Lord Perceval’s death in 1770, his executors sent Stephen Egan to manage the East Florida estate. Under Egan’s supervision, Egmont became a prosperous indigo plantation.

John Perceval, 2nd earl of Egmont (1711-1770), his eldest son, was an active politician, first lord of the admiralty (1763-1766), and political pamphleteer, and like his father an ardent genealogist. He was twice married, and had eight sons and eight daughters. One of his younger sons was Spencer Perceval, prime minister of England.
