Cook wurde in Silverdale, Staffordshire, einer kleinen Minenstadt nahe Newcastle-under-Lyme im Vereinigten Königreich geboren. Er besaß keine reguläre schulische Bildung, da er ab dem Alter von neun Jahren in den Kohleminen arbeiten musste.
