Charles Arthur Russell, Baron Russell of Killowen, GCMG, PC (10 November 1832 – 10 August 1900) was an Irish statesman of the 19th century, and Lord Chief Justice of England. He was the first Roman Catholic to serve as Lord Chief Justice since the Reformation .
Lord John Russell said that "his heart always beat for the honour of England". Palmerston believed it was in Britain's interests that liberal governments be established on the Continent. He also practised brinkmanship and bluff in that he was prepared to threaten war to achieve Britain's interests.
