Mark Phillips is the son of Major Peter William Garside Phillips, MC (1920–1998) and Anne Patricia Phillips (née Tiarks; 1926–1988); they married in 1946. Anne was educated at Downe House and served in the Women's Royal Naval Service during the Second World War.

In 1969, he was commissioned as a Second Lieutenant into The Queen’s Dragoon Guards, after his graduation, and then a Lieutenant 2 years later.
Mark Anthony Peter Phillips was born on September 22, 1948, in Tetbury, Gloucestershire, England, to Major Peter William Garside Phillips, MC and Anne Patricia Phillips (née Tiarks). His mother attended Downe House and remained part of the Women's Royal Naval Service at the time of the Second World War.
