Sir Reginald Edward Stubbs GCMG (Chinese: 司徒拔; 13 October 1876 – 7 December 1947) was a British colonial governor, who was once the Governor of Hong Kong. He caused controversy while Governor of Ceylon over the Bracegirdle Incident.

Sir Reginald Edward Stubbs (1876-1947) wrote the first memorandum in 1905, at which time he was, I believe, the chief clerk in the Colonial Office. The second. memorandum was written in 19 11 after he had been sent to Malaya (and Hong Kong) on a special mission for the Colonial Office.
