Initially a Liberal , he served under William Ewart Gladstone as Vice-Chamberlain of the Household between 1872 and 1874 and as Parliamentary Secretary to the Treasury between 1880 and 1885.

The Grosvenors, ranked fourteenth among the Cheshire gentry, could trace their line back to a nephew of Hugh Lupus, 1st earl of Chester. At the age of ten Grosvenor joined the household of John Bruen of Stapleford, a godly Protestant tutor to children of the local upper gentry, who emphasized the link between ‘magistracy and ministry’.
Robert Grosvenor was born on 22 March 1767 in the parish of St George Hanover Square, London. He was the third son and the only surviving child of Richard Grosvenor, 1st Earl Grosvenor and Henrietta, Lady Grosvenor, and was initially known as Viscount Belgrave.
Richard Grosvenor, first Earl Grosvenor, was the eldest son and heir of Sir Robert, sixth baronet and the grandson of Sir Thomas Grosvenor. Born 18 June 1731, he was educated at Oriel College, Oxford (M.A. 1751, and D.C.L. 1754). He succeeded his father as seventh baronet on 1 August 1755, having been elected M.P. for Chester the year before.
