The fifteen songs comprise the complete show at the Élysée Montmartre in Paris, France on 14 October 1999, part of the Hours Tour. The album was announced on 6 August 2020, eight days prior to it becoming available.

It was meant to finally present the world with a view of Bowie on stage in the defiant '90s. The man had sold out and toured the world, retiring his hits on the Sound+Vision tour of 1990.
