According to the constitution, the empire was a federation (federally organised national state) of 25 German states under the permanent presidency of Prussia, the largest and most powerful state. The presidency of the confederation ( Bundespräsidium ) was a hereditary office of the King of Prussia , who had the title of German Emperor .
The North German Confederation (red). The southern German states that joined in 1870 to form the German Empire are in orange. Alsace-Lorraine, the territory annexed following the Franco-Prussian War of 1870, is in tan. The red territory in the south marks the original princedom of the House of Hohenzollern, rulers of the Kingdom of Prussia.

The North German Confederation ( German: Norddeutscher Bund ), was first a military alliance of 22 states of northern Germany, and later a federal state. It was preceded by a Zollverein, a customs union that allowed free trade among most German states. The Confederation started in August 1866, and the Kingdom of Prussia was the leading state.
