Lieutenant-General Sir Thomas Picton GCB (24 August 1758 – 18 June 1815) was a Welsh military officer and colonial administrator who fought in the Napoleonic Wars. According to the historian Alessandro Barbero , Picton was "respected for his courage and feared for his irascible temperament".

Thomas Picton – also known as the Tyrant of Trinidad, or the Blood-Stained Governor – is a controversial figure. Historically he has been hailed a public ‘hero’, but his governance of Trinidad and his treatment of slaves marks him out as a particularly cruel leader.
Thomas Picton is widely regarded as a war hero but also had a reputation for brutality during his governorship of Trinidad, where he enslaved and ordered the torturing of people. It poses the question of whether he should be viewed as a hero or a villain.
