Le Pèlerin passionné (The Passionate Pilgrim) est une anthologie de vingt poèmes publiée en 1599 par William Jaggard (en). Hemings and Condell. I'm wondering why it is being assumed that Hemings and Condell were responsible for the choice of Jaggard as the publisher of the folio project. The existence of the syndicate indicates, on the contrary, that Jaggard spearheaded the project because he had access to the requisite rights in copy.

William Jaggard (c. 1568 – November 1623) was an Elizabethan and Jacobean printer and publisher, best known for his connection with the texts of William Shakespeare, most notably the First Folio of Shakespeare's plays. Jaggard's shop was "at the sign of the Half-Eagle and Key in Barbican."
