Bob Kane was basically just a stuck up guy who refused to give any credit whatsoever to Finger. There's a whole dramatic list of Kane/Finger controversy that you can Google if you wanna dig deeper. In the simplest terms possible, Kane had the mere idea for a Bat-Man, and Finger took care of the rest.
