Although historically connected to the British Empire, any country can apply to be a member of the Commonwealth, regardless of its intersection with Britain’s colonial past. History of the Commonwealth. The Commonwealth has been described as an organism which could evolve, but could not have been constructed from a blueprint. This distinguishes it from the United Nations, built around its charter in the conscious endeavour to establish universally-recognised standards for international conduct.
It was established in 1931 by the Statute of Westminster as the British Commonwealth of Nations. Later its name was changed and it was redefined to include independent nations. Most of the dependent states that gained independence after 1947 chose Commonwealth membership.
