Criminal law, as distinguished from civil law, is a system of laws concerned with crimes and the punishment of individuals who commit crimes. Thus, where in a civil case two parties dispute their rights , a criminal prosecution involves the government deciding whether to punish an individual for either an act or an omission .
The American Model Penal Code defines the purpose of criminal law as: to prevent any conduct that cause or may cause harm to people or society, to enact public order, to define what crimes are criminal, to warn the public what is a crime, and to make the clear distinction between a minor and a serious offense.

Criminal Cases. Only the government initiates a criminal case, usually through the U.S. attorney’s office, in coordination with a law enforcement agency. Allegations of criminal behavior should be brought to the local police, the FBI, or another appropriate law enforcement agency.
