As the United States Secretary of Commerce in the 1920s under Presidents Warren Harding and Calvin Coolidge, he promoted economic modernization.
Herbert Hoover was the 31st President of the United States. He was only eight months in office when the Stock Market Crash of 1929 occurred. The Great Depression followed and eventually the unemployment rate reached about 25%. Government projects such as the building of the Hoover Dam did little to aid the problem.
