In English there is no 24-hour-system (sometimes it is used on TV and in timetables). 15:00 is 3 o'clock (p.m.) (on TV: fifteenhundred). Start by stating the hour: “It’s [hour] o’clock.” For example, “It’s 3 o’clock.” If it is a time between the hours, use the word “past” to indicate the number of minutes past the hour: “It’s [minutes] past [hour].”
