The film takes place in the Washington metropolitan area in the year 2054, in which a specialized police department— Precrime —apprehends criminals by use of foreknowledge provided by three psychics called " precogs ".
Desde entonces, el protagonista de Top Gun buscaba un proyecto para trabajar con él. Los años pasaron como una exhalación y así hasta que en 1999 llegó a manos de Cruise una historia que le pareció fascinante y se la envió a Spielberg. Éste la leyó y quedó maravillado.
