For all other purposes, Palmyra is counted as one of the U.S. minor outlying islands. They are outside of the customs territory of the United States and have no customs duties. Palmyra land was registered in Hawaii Land Court in 1912. In 1959, the rest of the federal Territory of Hawaii, excluding Palmyra, became the state of Hawaii.
