Nació en Londres el 19 de septiembre de 1867. Cursó estudios en la Escuela de Arte Lambeth, especializándose en la ilustración de cuentos. En 1903 se casó con Edyth Starkie, con quien tuvo una hija. Rackham ganó una medalla de oro en la Exhibición Internacional de Milán en 1906 y otra en la Exposición Internacional de Barcelona en 1911.
