Romford was assigned in dower to the duke's widow Elizabeth (d. 1425) later wife of Sir Robert Goushill (d. 1403) and finally of Sir Gerard Usflete (d. by 1421).

He was the second son of Henry Howard, 22nd Earl of Arundel, and Lady Elizabeth Stuart. He succeeded his brother Thomas Howard, 5th Duke of Norfolk, after Thomas's death in 1677.
