Clifford, was born abroad on 26 May 1788, the illegitimate son of William Cavendish, 5th Duke of Devonshire (1748–1811), and Lady Elizabeth Foster (1759–1824), and educated at Harrow.

Clifford's long tenure was a time of transition for Black Rod's Office, with a forced reduction in staff and the abolition of the additional fees system that supplemented their salary.
