The newly elected Landtag of Brandenburg first met on 26 October 1990. As in other former parts of East Germany, the lack of modern infrastructure and exposure to West Germany's competitive market economy brought widespread unemployment and economic difficulty.

Bereits die brandenburgischen Markgrafen und Kurfürsten erörterten im Mittelalter auf den sogenannten Landtagen – der erste kam 1345 zusammen – mit ihren Ständen die aktuellen politischen, wirtschaftlichen, sozialen und kirchlichen Probleme. Jedoch waren im ständischen Gemeinwesen nicht alle Landesbewohner zur Mitwirkung berechtigt.
